Stats, effects and appearance are all stationed on the high-end of the spectrum. For players, seeing another player with a legendary item is a rare occurrence. It's a sign of worthiness beyond just the normal level cap and the ultimate way to show-off. To NPCs in the game however, the owner of a legendary is treated like a god or deity. No other equipment in the game is comparable to the immeasurable power of a legendary item.
Legendaries are very rare and powerful, so they act much differently from normal equipment. For one, you can only obtain legendary items through legendary chests, which are earned by rolling the highest number in a fight against a titan. These chests act as crafting materials for crafting your legendaries with a few restrictions. The name and type (weapon, armor or mount) of your legendary is determined before you craft it. Players only have the option of changing the description and adding in an effect of their own upon that description. This effect plays by the same rules of equipment of lower ratings, but much stronger.
Additionally, legendaries receive a special effect when used in hard mode. For every roll that's made in hard mode, an additional one must be made within the same thread. This means you roll twice, instead of once, for every roll required. This effect can apply more than once per a thread, depending on how many rolls there are, but you must always roll twice. There is no option to not to roll twice when a legendary is within your inventory. For every legendary equipment type in your inventory, an additional roll is made. This means you would roll four times if you had a legendary weapon, armor and mount instead of the normal one roll. This effect is very powerful for players, but also carries massive drawbacks.
